Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System (“System”). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with over 50 different rule sets.  The System has over 397,000 participants (customers), including 192,000 members who are actively employed and participating in the System, 165,000 payees who receive a monthly payment from the System, and 40,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date.

The Agency's Benefits Processing Unit/ Retirement Processing Section has an opening for an Administrator I position.

Main Purpose of Job

This position serves as the supervisor of a small team of professional employees responsible for revising retirement records and monthly pension payments. This position reports to the manager of the Retirement Processing Section within the Benefits Processing Unit. The primary duties of the team that this position supervises is to revise retirement records. After a member retires, the Agency may need to revise a retiree's retirement record for several reasons: new information about their salaries or service credit or member contributions is identified, the retiree changes their mind about their retirement payment option, the retiree wishes to change their designated beneficiary, the retiree's beneficiary dies, etc. This team is responsible for determining the appropriate revision(s) necessary to the retiree's record, calculating the expected changes to the retiree's record, and creating and processing the necessary transactions to correctly revise the retiree's record. These duties require keen attention to detail, strong math skills, strong computer skills (especially Excel), and the ability to think logically and solve problems. The supervisor, in addition to becoming the subject matter expert on the correct processing of revisions, is also responsible for supervising the team of employees assigned to this function, including: hiring, training, evaluating, and disciplining employees, and assigning work to team members and checking, verifying, and correcting the work that has been completed by the team.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Two years of experience leading or supervising a team of at least three staff members.

Three years of experience with and demonstrated intermediate knowledge of Microsoft Office software:  Word, Outlook, and especially Excel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
