Introduction

The Maryland Historical Trust (MHT) is the State agency dedicated to preserving and interpreting the legacy of Maryland’s past. Through research, conservation and education, the Maryland Historical Trust assists the people of Maryland in understanding their historical and cultural heritage.  Part of the Maryland Department of Planning (MDP), the Maryland Historical Trust serves as Maryland’s State Historic Preservation Office (SHPO) pursuant to the National Historic Preservation Act of 1966.

Main Purpose of Job

The Administrator of the Easement program leads and manages the historic preservation easement activities within the program, including the oversight and administration of MHT's historic preservation deeds of easement on more than 800 properties statewide on which MHT holds historic preservation deeds of easement and includes the supervision of two contractual staff members. The position directly supports the Agency mission to enhance Maryland's historic sites and traditions and preserve Maryland's heritage resources.

POSITION DUTIES

The Administrator of the Easement Program assumes responsibility for all the historic preservation easement activities within the program, including the oversight and administration of MHT's historic preservation deeds of easement on more than 800 properties statewide on which MHT holds historic preservation deeds of easement and includes the supervision of two contractual staff members. Duties include:

Coordinates and leads MHT Easement Committee meetings.

Provides initial review of project proposals for consistency with Secretary of the Interior’s Standards for the Treatment of Historic Properties.

Prepares meeting agendas, records meeting minutes, and conveys decisions of Director to applicants.

Updates and maintains easement property files and databases.

Responds to all easement related inquiries and acts as liaison between the property owner and Director.

Provides technical assistance to easement property owners on stabilization, restoration, repair, and rehabilitation techniques.

Conducts site visits and meetings for project discussion.

Hires, trains, and oversees the contractual Easement Processor position, that is responsible for processing and recording new easements as well as the easement inspector position, with responsibilities for property inspections, compliance, and pursuing any easement breaches through the legal process.

Maintains working relationships with the general public, property owners, professional agencies, and fellow Tax Credit, Grants/Loan, Section 106 Compliance, and National Register programs.

Prepares annual reports on easement program’s activities.

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or university.

Experience:  Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Bachelor’s or Master’s degree from an accredited college or university in historic preservation, architecture, architectural history, or related field.

High preference will be given to candidates for whom at least two of the four years of professional experience defined above, is full time experience in stated discipline, with emphasis on historic preservation and rehabilitation of historic structures or architecture.

Experience in evaluating proposed projects and completed work for compliance with preservation and construction best practices and the Secretary of the Interior’s Standards.  

Construction or building experience, with added experience with technical issues regarding traditional building techniques, materials, and treatments.  

Demonstrated experience reviewing technical aspects of architectural plans and drawings is preferred.  

Direct experience with preservation easements or staffing a regulatory advisory committee.

Knowledge of Maryland history and Mid-Atlantic architectural history and familiarity with federal and state historic preservation laws and regulations are preferred.  

Demonstrated superior writing and public speaking skills, and strong interpersonal abilities and negotiating skills are essential.  

Some experience with drafting and reviewing legal documents, such as Deeds, Subordination Agreements, or Deeds of Easement.  

Computer experience (Microsoft office, Access, digital imaging)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
