Main Purpose of Job

The main purpose of this position is to direct the Senior Community Service Employment Program (SCSEP) funded by the U.S. Department of Labor (DOL. The program provides low-income persons ages 55 and older with employment and training opportunities leading to unsubsidized employment. This position is also responsible for developing new older worker initiatives.

POSITION DUTIES

•Assures compliance with USDOL requirements, directives, guidelines and performance standards.

•Develop and prepare annual grant application and budget according to requirements.

 •Negotiate performance goals with USDOL officers in order to maximize effectiveness of MD Labor program.

•Prepare and submit annual grant application and budget in a timely manner according to DOL requirements. When necessary submit no-cost extensions application to DOL

•Monitor program budget on a monthly basis to identify the need for changes in enrollment and placement strategies as documented by memos to Chief, Human Resources.

•Develop, monitor and implement the annual recruitment and placement plan for meeting DOL goals with the Employment Specialists.

•Discuss the status of the grant with the Federal Project Officer on a bi-weekly basis and respond in writing to any request regarding the corrective action plan.

•Write and submit required reports to DOL according to deadlines on a monthly, quarterly and annual basis as documented by copies of reports on file.

•Improve communication with participants and host agency supervisors through meetings, correspondence, newsletters and other means, at least six times per year, as documented by copies of correspondence in file

.•Conduct yearly meetings with host agency supervisors and participants to update them on new developments in the Senior Community Service Employment Program.

•In conjunction with the Employment Specialists and Senior Service Specialists, resolve participants' and host agencies' problems on an "as-needed" basis with reference to the Senior Employment Policy and Procedure Manual, DOL regulations, and standard management techniques as documented by memos to participants' or host agencies' files.

 • Direct and coordinate input on SCSEP for 4-year State Plan with all state grantees.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One years experience with the Senior Community Service Employment Program

DESIRED OR PREFERRED QUALIFICATIONS

At least one years workforce development experience

At least one year of Program Management experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance over payment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
