Main Purpose of Job

This position will be working with the DDA through a large system implementation for both internal and external users. This position will also be primary in the tracking of system updates needed and the implementation of those system updates. This position will serve as the primary contact for system items and will be required to remain current of project needs and impact to the service recipient communities as well as providers. This position will also be required to work with internal and external departments in this role.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes: 1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience in software requirements elicitation, documentation, and management, a B.S or B.A. in Information Technology, Healthcare Administration or Public Administration, proficiency in Microsoft Word, Microsoft Excel, Microsoft PowerPoint, excellent oral and written communication skills including ability to write professional, detailed, grammatically-correct documentation, the ability to communicate succinctly and clearly, both verbally and in writing, to technical and non-technical audiences, experience writing SOPs, DLPs, training materials, process elicitation, experience in Agile/Scrum methodology, experience in the review and documentation of test cases and RTMs, basic understanding of database structure, experience working with software development teams, business and user staff on software development projects, working knowledge of and familiarity with Medicaid rules and Electronic Data Interface transactions as well as Medicaid Claims and Provider management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
