Main Purpose of Job

Position will administer the Maryland Child Care Development Fund (CCDF)  and other regulation, legislative and program support to the Office of Child Care. This includes working within the Division of Early Childhood on development of the CCDF, serving as legislative liaison and coordinating and oversight of regulation. Also consults with other public and private organizations regarding program development, implementation, and evaluation.

POSITION DUTIES

  • Research, analyze and make recommendations on Maryland’s CCDF plan.  Provide data and other requests that may be requested. Write logical, comprehensive, concise reports and correspondence.  Review and assist in the development of policies and programs.  Coordinate, write and prepare the Maryland CCDF plan as co-administrator and the Quality Progress Report (QPR) annually.
  • Serve as the Division of Early Childhood Development’s legislative liaison with MSDE’s legislative office, review existing and proposed local, state, and federal legislation for impact on the Division’s activities, make recommendations to the Assistant State Superintendent and Director concerning new or revised legislation; and prepare proposed changes.
  • Serve as the coordinator of all Divisions of Early Childhood regulations.  Coordinate with staff regulation review and revisions.  Prepare regulations for the public comment period through posting in the Division of State Documents. Analyze and make recommendations for regulation change.
  • Identify program needs, research, collaborate and prepare grant and procurement specifications, if needed; evaluate, negotiate, monitor programmatic or fiscal progress.  Provide technical assistance/consultation to program vendors; consult with other public and private organizations regarding program development, implementation, and evaluation.
  • Represent OCC at Ad Hoc meetings. Conduct on-site visits to the Division regional offices throughout the state, as necessary.  Attend meetings that pertain to early childhood to assist in stakeholder engagement.  Coordinate stakeholder engagement into regulation and CCDF preparation.  Oversee confidential or sensitive information and exercise discretion concerning its use.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

  • Experience writing Policy and/or Regulations.
  • Google Suite experience
  • Knowledge of State and Federal Laws governing Child Care

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
