Main Purpose of Job

The Data Analytics Lead will collaborate with the Program Analyst(s) at BCDSS to automate existing performance management data products using R programming. This includes documenting business rules, writing scripts in R to clean, analyze, present, and deliver data and establishing corresponding data management practices. Develop, complete, and automate new analyses to identify trends, evaluate outcomes, diagnose operational issues, create performance measures, and to support new initiatives. Types of analyses could include analyzing the rate of reasons for churn in the welfare-to-work caseload, designing a predictive model within the foster care program; or drawing on data sources outside the agency to inform program design. Designing and implementing new business processes.

The Data Analytics Lead will apply lean process improvement to Six Sigma principles to review, redesign and improve business processes related to the foster care program. Secondly, the incumbent is responsible for analyzing and preparing performance data for programs or operations in the Department such that the executive team can be positioned to make decisions about resource deployment, program improvement and operational practices. This includes writing the needed code to extract and process data, designing the methodology for analyses, automating reports through computer programming, developing strategies to increase the speed and accuracy of data collection and reporting, and providing analyses and recommendations to the Assistant Director.  

The incumbent will have the knowledge, skills, abilities, and key competencies of the data products using R programming. The ability to adjust to shifting priorities, demands, and timelines through analytical and problem solving capabilities. Also have the ability to work in a collaborative team-oriented environment. Skills in eliciting information and cooperation from clients, contractors, and other stakeholders. Ability to learn, understand, and apply new technologies. Ability to perform efficiently under pressure. At all times, the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the Department. The incumbent will adhere to all confidentiality standards set by the Department.

POSITION DUTIES

Coding documenting business rules and writing scripts in R to clean, analyze, present, and deliver data and establishing corresponding data management practices. Work closely with analyst staff and managers to develop, maintain, and test code and programs. Respond to notification by users of flaws in code and programs; identify malfunctions and implement corrections as needed in code and programs. Data Management. This includes establishing overall policies and procedures for the collection and production of a broad array of data that is essential to the agency's mission and operations. Data and analysis are used to propose specific activities that could be undertaken to improve program outcomes and operational efficiency.

The incumbent attends on-site progress meetings. Ability to express self clearly and concisely, orally and in writing. Critical thinking and problem solving skills, adaptability, decision is crucial to this position. At all times, the incumbent will provide customer service to both internal and external customers that meet or exceed the standards set by the Department. Conducts operations ethically; adheres to compliance requirements; provides discipline and structure that influences the staff awareness of and respect of operational controls.

MINIMUM QUALIFICATIONS

EDUCATION: A Bachelor's degree from an accredited college or university.

EXPERIENCE: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

NOTES:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

 

SELECTIVE QUALIFICATIONS

One year experience preparing or overseeing data extraction. 

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Two years of professional experience, with at least one year of experience cleaning, analyzing, and visualizing data using R, Excel, Tableau, Microsoft Power BI, Qlik, or other business intelligence/statistical software.

2. Three years of experience cleaning, analyzing, and visualizing data using Excel, Tableau, Microsoft Power BI, Qlik, or other business intelligence software for a government agency.

3. Two years of experience using Microsoft Office Suite software such as Word, Excel, and PowerPoint. 

4. Six months experience using Microsoft Excel to develop formulas for calculations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
