Introduction

The Maryland Department of Labor, Office of General Services, is accepting applications from qualified candidates for the position of Administrator III. This position plans, organizes, implements and administers all building maintenance operations for seven Department of Labor owned buildings.

Main Purpose of Job

The main purpose of this position is to plan, organize, implement and administer all building maintenance operations for seven Department of Labor owned buildings encompassing 304,000 square feet in addition to supplemental services to all Department of Labor locations. This position also provides support to the Office of General Services (OGS) Leasing, Telecom, Mail Room, and related administrative services. This position is also responsible for meeting OGS' performance measure as listed in Department of Labor's budget document. This position relates to the agency's mission in that it provides consistent and dependable support for Department of Labor employees who, through their efforts, provide economic stability to the citizens of Maryland.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Assist with planning, organizing, and managing the work of building managers who, in turn, supervise maintenance personnel. 
  • This position may assist in setting goals, as well as overseeing the workflow of the entire OGS Facilities Maintenance staff.
  • Interpret and direct the implementation of State and/or Federal facilities operating directives and evaluate the effectiveness of policies and procedures. 
  • Develop programs and procedures for improvements in the administration and management of General Services' facilities maintenance program and take necessary action to implement these changes.
  • Interview, evaluate, and select candidates for employment for positions within the Facilities Management Unit. 
  • Review and approve disciplinary actions takes by subordinate supervisors who report to the incumbent.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Skills and/or experience in Carpentry.

Skills and/or experience in Plumbing.

Skills and/or experience in Microsoft Office. 

Skills and/or experience in HVAC.

Skills and/or experience in electrical work.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
