Main Purpose of Job

The purpose of this position is to function as the Assistant Director for Policy and in the Office of Policy and Training for the Family Investment Administration (FIA) within the Maryland Department of Human Services. This position is responsible for planning, organizing, managing, developing, interpreting, writing and implementing federal/state laws, regulations, policies and procedures in all aspects that are relevant to the administration of the Family Investment Programs in all of Maryland's 23 counties and the city of Baltimore. Additionally, this position must evaluate existing programs, analyze and respond to legislative bills, monitor local department procedures, make recommendations for reducing errors, and implement program revisions. This position responds to federal and state audit issues and interprets programs and policy for both internal and external partners, including local department staff.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

Two years of experience planning, interpreting, writing and/or implementing federal/state laws, regulations, policies and procedures for a human services program.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate would possess:

1. Possession of a Bachelor's or Master's degree in Public Administration, Public Policy, Human Services or related fields.

2. Possession of a Juris Doctorate.

3. Two years of experience working with stakeholders to address the needs of low income individuals.

4. One year of experience with training others and/or providing technical assistance.

5. Excellent communication skills with the ability to speak effectively and persuasively.

6. Excellent research and writing skills.   

7. Excellent organizational skills and attention to detail.
