Main Purpose of Job

The Maryland Overdose Data to Action Program Manager oversees the daily operations of the Overdose Data to Action Program (OD2A), which encompasses multiple programs within the Public Health Services Administration and local health departments. The Maryland OD2A Program has an annual budget of $7,214,413 and supports a statewide  system of substance use/opioid prevention, early intervention, harm reduction and surveillance efforts by: 1) cultivating partnerships with local health departments and community organizations; 2) providing public education, outreach, professional education, quality assurance, surveillance, and evaluation; and 3) recommending system level interventions for sustainable improvement and impact. The Program Manager coordinates the workflow of multiple substance use/opioid overdose surveillance and prevention programs within multiple Public Health Services Administrations. The Program Manager is directly responsible for the program budget and overseeing all technical and administrative operations completed by multiple Public Health Services Administrations and local health departments, and thus s/he must have excellent interpersonal skills and be adept at cultivating partnerships and promoting teamwork. This position includes mixed duties involving both epidemiological studies and investigations related to substance use disorder and planning, organizing, implementing, administering and supervising all aspects of the OD2A Program. 

MINIMUM QUALIFICATIONS

Qualified candidates must possess a master's degree in public health from an accredited college or university and at least 6 years of combined professional experience in the following:

  • Experience monitoring and managing multi-year grants and providing technical assistance and oversight to grantees;
  • Experience drafting reports, including federal grant progress reports;
  • Experience coordinating statewide and grantee meetings;
  • Experience developing solicitations for grants and/or contracts;
  • Experience providing oversight of evaluation efforts; and,
  • Experience with the coordination of data analysis, reporting, and dissemination.
