Main Purpose of Job

The mission of the Maryland Department of Health, Prevention and Health Promotion Administration is to protect, promote and improve the health and well-being of all Marylanders and their families through provision of public health efforts in partnership with local health departments, providers, community based organizations, and public and private sector agencies, giving special attention to at-risk and vulnerable populations.

The mission of the Center for Sexually Transmitted Infection Prevention (CSTIP) is to prevent and reduce sexually transmitted infections (STIs) in Maryland by conducting and overseeing statewide surveillance, field/partner services, technical assistance, and strategies related to pre-exposure prophylaxis (PrEP). Preventing STIs and their complications is essential for improving both sexual and reproductive health and preventing HIV transmission.

The main purpose of this position is to function as a Program Administrator in Center for Sexually Transmitted Infection Prevention (CSTIP), serving as Deputy to the Chief of CSTIP, supervising Field/Partner Services, Surveillance, Evaluation/Quality Improvement, and Epidemiology staff. The position has responsibilities for the following activities:

  • Oversees statewide partner services disease investigation, PrEP navigation services, surveillance and epidemiology activities, and program evaluation to help direct statewide program functions and improve the efficiency, effectiveness and capacity of state and local interventions;
  • Interprets statewide disease rates and trends and makes recommendations for policy decisions and funding;
  • Oversees state-funded PrEP activities and works to integrate these services more fully with partner services;
  • Leads quality improvement and quality assurance efforts and implements strategies for performance improvement;
  • Serves as lead for the PRISM surveillance and case management data system in Maryland;
  • Collaborates with other states/jurisdictions nationwide in order to identify and implement strategies for program improvement;
  • Participates in cross-center program collaboration and service integration initiatives;
  • Contributes objectives and performance measure reports and coordinates the preparation and submittal of the STI and HIV CDC Cooperative Agreement applications and reports; and,
  • Serves to enhance reserve capacity for emergency response.

This position reports to the Chief of Center for STI Prevention.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university and 6 year of professional health service experience, including 3 at a supervisory or managerial level.  Candidates must also possess at least 2 years of experience related to public health program coordination and/or service delivery.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Experience in working in local or state health departments;
  • Experience in collaborating with national partners;
  • Experience in partner services, surveillance, epidemiology;
  • Knowledge of sexual and reproductive health issues;
  • Knowledge and experience in PrEP issues;
  • Knowledge and experience in quality improvement and quality assurance activities; and,
  • Prior experience in PRISM, REDCAP, MAVEN, and/or CAREWARE.
