Main Purpose of Job

The main purpose of this position is to design, deliver, coordinate, and evaluate management development training programs and other specialized training and organizational development interventions to address leadership, management and organizational development needs of the Department.  This position is responsible for training on HR processes as well as any mandatory statewide MDH training initiatives such as customer service and sexual harassment.  Frequent in-state travel is required to address training needs at health departments and remote MDH offices.          

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from and accredited four-year college or university.

Experience: Five years of employment in employee development and training work, two years of which must have involved instruction and curriculum development in management and supervisory training programs.

Note:

1. Applicants may substitute education at the graduate level in business administration, public administration, education, or psychology at an accredited college or university at the rate of 30 semester credit hours for each year of the general experience required above, for up to three years of the general experience.

2.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Leadership/Management Training Program Officer classifications or Education and Training, Education Officer, or Training specialty codes in the program development field of work on a year-for-year basis for the required experience and education.

 

DESIRED OR PREFERRED QUALIFICATIONS

Desirable candidates should possess:

  • Performance Management/Organizational Development  and consulting experience
  • Experience facilitating leadership development courses
  • Program management and evaluation experience
  • State of Maryland designated Sexual Harassment Prevention Trainer 
  • Education, counseling or business background preferred
  • Demonstrated understanding of adult learning principles
