This is a position specific recruitment for the Maryland Department of the Environment (MDE).  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

This position is responsible for the coordination, design and production from conception through completion, of a diverse range of internal and external visual communications including newsletters, fliers, posters, advertising inserts, events signage, presentation materials, and digital and web graphics. The majority of this position is spent overseeing video production services for MDE. The incumbent will be responsible for producing and providing promotional, educational and event-based videos to internal and external audiences, and manages the process for quality and efficiency.  This position requires the employee to promote MDE in a positive way by serving as a public relations expert regarding MDE subject matter at local, regional and statewide events.  This position is responsible for all activities that support the organization, structure and focus of these events; as well as, providing information and entertainment to the public.  Events include statewide and local fairs, festivals, conferences, educational events and more. 

This position will provide project management, leadership and technical assistance on best identity management practices, report production and consistent brand maintenance for MDE officials, internal workforce and inter-agency officials.  The incumbent will independently develop content with MDE Administrations and manages design, distribution and compilation of information.  Employee produces corporate identity manuals, concepts and all materials in conjunction with agency goals and objectives.  The incumbent will also be responsible for researching and creating appropriate and effective programs; creating and producing internal publications, and creating a monthly newsletter for employees.   

MINIMUM QUALIFICATIONS

Education:  Possession of a bachelor’s degree in communications, radio/television, advertising, journalism or graphic arts from an accredited four year college or university.

Experience:  Four years experience in the design and production of audio-visual presentations.

Notes:

1. Possession of a master’s degree in one of the above fields may be substituted for one year of the required experience.

2. Applicants may substitute additional experience as defined above on a year for year basis for the required education.

3. Applicants possessing a degree not specified above from an accredited four year college or university may substitute one additional year of experience as defined above for the required academic specialization.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in broadcast journalism classification or broadcast journalism specialty codes in the broadcast equipment operating field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate have experience in the following:

Filming, editing and producing a professional video;

Creating graphic elements and design for a brochure, fact sheet, flyer or a longer document;

'Storyboarding' a video or using other processes to lay out a story in linear form;

Creating a soundproof video production studio;

Writing media stories for publication online.

It is also preferred that the selected candidate have the following:  Environmental Degree/Coursework.

Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.
