Main Purpose of Job

To provide skilled, technical and statistical support to the Quarterly Census of Employment and Wage (QCEW) Program to ensure that all QCEW program requirements, based on the Federal/State cooperative agreements, are met. The lead worker/senior analyst is assigned the tasks of distributing work and submitting computer jobs to enable others in the unit to complete their assigned duties. The lead worker/senior analyst may also provide training to new and existing staff on program procedures and policies. The QCEW program consists of two parts. Part one is to produce a comprehensive statistical tabulation of employment and wage information for workers covered by the Maryland unemployment insurance (UI) law and the unemployment compensation for federal workers (UCFE). Part two is the Annual Refiling Survey which attempts to obtain updated employer data in regard to business activity and location

POSITION DUTIES

The candidate will use independent judgment, technical training and experience in analyzing, and editing industry and wage statistics, data and information as well as in relating to government agencies, private companies, research and academic institutions, and the general public.   Candidate will explain in detail economic and statistical data in response to BLS questions and any priorities given by BLS Regional Office, National Office and the QCEW Program supervisor. Candidate will verify reported data, edits and estimates missing data elements. Candidate will participate in several BLS conference calls, trainings, Webinex and related activities to obtain the most accurate information about program updates and methodology improvement or changes. Candidate will utilize several computer applications and systems such as ExpoProd, MainFrame, QUEST, the Industry Analysis Tool (IAT),  BLS Auto NAICS etc. to review,  upload and download data as input and output for use in fulfiling program's objectives.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience in administrative or professional work, including analyszing and intepreting statistical and economic data.  Six months of this experience must include working with a Bureau of Labor Statistics (BLS) related federal/state program.

LIMITATIONS ON SELECTION

**This position is limited to employees of the MD Department of Labor/Office of Workforce Information and Performance**

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

All candidates are also subject to a criminal background check.

Applications that meet qualifications will be referred to the hiring unit for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

EXAMINATION PROCESS

The examination for this recruitment will be an evaluation and rating of your training, education, and experience provided on your application. Therefore, it is essential that the application is filled out completely and accurately, listing all relevant education and experience, addressing the specific supplemental qualifications and submitting any required documentation (diploma, transcript, certification, license, etc.).

Successful candidates will be placed on the certified list categorized as Best Qualified, Better Qualified or Qualified. The certified list will be used by MD Department of Labor for a period of one year.
