Introduction
THIS RECRUITMENT IS LIMITED TO CURRENT PERMANENT AND CONTRACTUAL EMPLOYEES OF THE MARYLAND DEPARTMENT OF THE ENVIRONMENT.
This is a position specific recruitment for the Maryland Department of the Environment (MDE). This recruitment will be used to fill current and future vacancies for this position/function only. The resulting cert list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job
The main purpose of this position is to support the Air and Radiation Administration (ARA) with preparation of accounts payable and cash revenue reporting for the Air and Radiation Administration related to invoice payments, collection of fees, fines, and penalties for the various ARA permits, certifications, fines and penalties.
This position supports the Manager, Operational Services and Administration with budget preparation, projections, budgetary amendments, federal grant expenditure tracking, and fund reconciliations. The incumbent will be responsible for accounts payable management utilizing MDE's FORTIS system to facilitate the process of paying invoices in accordance with the MD STATE FINANCE AND PROCUREMENT Code Ann. § 15-103, all invoices received by the State must be paid within 30 days. In addition, the incumbent will also be responsible for interpreting and applying pertinent laws and regulations to fiscal and accounting operations with regards to fund usage, GAAP requirements and generally accepted audit standards.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor's degree from an accredited four-year college or university.
Experience: Two years experience in administrative or professional work.
Notes:
1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has experience in the following:
Expenditure management (monitoring, approving/overseeing operating expenditures and tracking budget encumbrances), approving requisitions, creating purchase orders, contract payments and invoices;
Accounts payable involving processing invoices in FMIS;
Processing cash receipts and Central Collection Unit (CCU) collections;
Procurement involving preparing/issuing change orders, modifications in FMIS, and negotiating terms and conditions.
LIMITATIONS ON SELECTION
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
