Main Purpose of Job

This position requires the applicant/employee to conduct complex internal affairs investigations of law enforcement officers strictly in accordance with the Law Enforcement Officers’ Bill of Right (Annotated Code of Maryland, Public Safety Article, Title 3) and all Federal, State, and local laws. The applicant/employee will be responsible for investigating formal complaints alleging serious misconduct against members of the MDH Police Department. Allegations or suspicions of criminal activity or conduct by a member of the agency. Allegations of police brutality/excessive force /patient abuse. Any action that causes death or serious injury to any individual as a direct result of an action taken while on duty as a member of the Maryland Department of Health Police. Any allegation or act not specifically enumerated that is considered serious in nature or any other circumstances as determined by the Chief of Police. The applicant/employee will be responsible for conducting investigations any time an MDH officer is the subject of an investigation of domestic violence. The applicant/employee will be required to comprehensively document all aspects of an IAU investigation, implement crime scene procedures, evidence retention, complete administrative / criminal charging documents. Complete applications for search and seizure warrants, maintain investigative case files, maintain strict confidentiality, provide progress reports and investigative updates to the IAU Commander. Exclusive to IAU investigations the applicant/employee will participate in Administrative Hearing Boards, liaison with Attorney General’s Office, Judicial Officials, Maryland State Police all other Federal, State and local law enforcement agencies.

This Position requires the applicant /employee to serve as a Maryland Police Training Commission Certified Police Officer, capable of conducting complex criminal and general investigations in a fair and impartial manner while maintaining strict confidentiality. The applicant /employee will implement crime scene procedures, evidence retention, and complete comprehensive investigative reports.  The applicant /employee in accordance with Federal and State and local laws conduct interviews, interrogations, and liaison with the Maryland State Police, MOU regarding criminal investigations at MDH facilities. The applicant /employee are required to have knowledge and understanding of Maryland criminal laws and MDH policies and procedures. The applicant /employee will be required to enforcing all appropriate Federal, State, and local laws in a fair and impartial manner. The individual must have and maintain a valid Maryland driver’s license to operate State vehicles and provide medical and judicial transports for forensic patients. Applicant/employee must possess investigative abilities and good writing and oral communication skills. The applicant /employee are mandated to actively maintain their Maryland Police and Corrections Commission, (Police Officer) Certification and Special Police Commission.

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Maryland Police and Correctional Training Commission regulation.

Experience: Six months of experience as a certified law enforcement officer.

Notes:

1. The above educational requirement is set by the Maryland Police and Correctional Training Commission in accordance with the Public Safety Article, Section 3-207, Annotated Code of Maryland.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in Protective Service classifications or Law Enforcement specialty codes in the Military Police Officer field of work on a year-for-year basis for the required experience. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a Police Officer certification as required by the Maryland Police and Correctional Training Commission at the time of application.  A copy of your certification should accompany your application.

2. Applicants for this classification, formerly certified by the Maryland Police and Correctional Training Commission as a Police Officer within the past three years and are eligible for recertification at the time of appointment, meet the certification requirement for this classification.  The recertification criteria are listed in the Code of Maryland Regulations 12.04.01.07, available at the Maryland Police and Correctional Training Commission.

3. Employees in this classification may be required to possess or obtain a special police commission in accordance with Public Safety Article, Section 3-209, Annotated Code of Maryland.

SPECIAL REQUIREMENTS

1. Selection standards for Police Officer certification are established by theMaryland Police and Correctional Training Commission in accordance with Public Safety Article, Section 3-207, Annotated Code of Maryland. These selection criteria are listed in detail in the Code of Maryland Regulations 12.04.01.04 and include the following:

U.S. Citizenship

Must be at least 21 years of age

Satisfactory background investigation, including a check of criminal history

Oral interview

Physical examination

Possession of a driver's license valid in the State of Maryland.

2. Employees in this classification are subject to call-in and, therefore, will be required to provide the employer with a phone number where they can be reached.

3. Employees in this classification may be required to bear firearms and to demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis as required by the Maryland Police and Correctional Training Commission.

4. Employees in this classification are subject to substance abuse testing inaccordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
