Main Purpose of Job

This position will serve as the PIO and Nursing Program Coordinator for the Caroline County Health Department (CCHD)'s Administration Division. This position will be responsible for managing the agency's website and branding system. This position will also serve as the supervisor of the agency's Public Health Grant Administration Coordinator. 

This position will collaborate with the CCHD's Behavioral Health Division to carry out Quality Improvement/Performance Management, as well as planning duties, in order to maintain CARF Accreditation. Additionally, through assistance of each area's individual Program Manager, this position will supervise, oversee and assist with covering any nursing functions in programmatic areas in Clinical Services during short periods of decreased staffing. Such programmatic areas will include Communicable Disease; Maternal & Family Planning; Medical Adult Daycare; Adult Evaluation and Referral Services; Developmental Disabilities; and, other areas, as directed or assigned. 

This position is designated emergency essential.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Nursing from an accredited college or university.

Experience: Two years of experience as a Community Health Nurse, plus one year of additional experience in an administrative, supervisory, consultative, or teaching capacity as a Registered Nurse.

Notes:

1. Candidates may substitute a Bachelor’s degree in a related field and one year of experience as a Registered Nurse for the required education.

2. Candidates may substitute two years of experience as a Registered Nurse for the required education. 

3. Candidates may substitute three years of experience in an administrative, supervisory, consultative, or teaching capacity as a Registered Nurse for the required experience. 

4. Candidates may substitute a Master’s degree in Nursing or a related field from an accredited college or university for the two years of required experience as a Community Health Nurse.

5. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Nursing classification, or Nursing or Health Care Specialist specialty codes in the Nursing field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess experience with infectious disease case management, as well as experience with monitoring; disease surveillance; provider/community education; testing; specimen collection; and, handling specimen. The desired candidate should also have experience in the Public Health field.  

Finally, the desired candidate should have experience managing grants and providing excellent customer service.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215. 

2. Employees in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
