Main Purpose of Job

This position will learn to assure that the services provided in Assisted Living homes and Adult Medical Daycare Centers are of acceptable quality and meet all standards, as required by Maryland regulation. This position will evaluate resident care in Assisted Living homes and Adult Medical Daycare Centers, and will learn to interpret compliance as findings relate to State regulation. Additionally, this position will learn to make on-site visits to both Assisted Living and Adult Medical Daycare programs, in order to conduct audits of patient/client records; conduct interviews with staff and patients, in order to assess quality of care; analyze treatment plans, in order to determine compliance with regulation; and, provide clinical consultation to Administrators in Local Health Departments (LHDs) and Mental Health clinics.

Furthermore, this position will be responsible for preparing reports, analyzing findings or problems encountered in facilities, and suggesting any policies or procedures which need to be implemented, in order to remedy the situation. This position will also evaluate plans of correction, in order to determine if the corrective action cited would enable compliance with regulations. Finally, this position will provide data for systems, in order to schedule site visits and provide the approval status of monitored programs.


Education: A Bachelor’s degree in Nursing or a related field from an accredited college or university.

Experience: None.


1. Candidates may substitute two years of experience as a Registered Nurse for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Nursing classifications or Nursing specialty codes in the inspection of health care facilities and program field of work, on a year-for-year basis, for the required education.


The desired candidate should have professional experience as a Registered Nurse. He/she should also have experience documenting deficiencies, in addition to conducting investigations and/or surveys, in order to regulate Assisted Living homes and Adult Medical Daycare Centers, per Maryland regulation.


1. Candidates for positions in this classification must possess and maintain a current license as a Registered Nurse from the Maryland State Board of Nursing.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
