Main Purpose of Job

This position will be responsible for the overall direction and supervision of Medical Care Program Associates and support staff determining Medical Assistance financial eligibility and managing an ACD Call Center. This position will also be responsible for developing, interpreting, and applying eligibility regulations and policies, reviewing and processing complex eligibility applications, conducting case action reviews to ensure accurate and timely completion of application processing, analyzing current policies and procedures and recommending revised or new policies and procedures and serving as a liaison to other State, Federal and Local Government and private agencies. This position must establish and maintain effective working relationships with the Director, Assistant Directors, other supervisors and subordinates both inside and outside of the Maryland Department of Health. Additionally, the position must exercise tact and discretion when dealing with constituents who are denied Medical Assistance, or their advocates in order to reconcile complex and high profile inquires and complaints.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of clerical experience applying policies in a medical care, health insurance or federal or State entitlement program to include two years applying, interpreting and processing program specific information, policies, regulations and guidelines in a medical care program.

Notes: 1. Additional general clerical experience may be substituted on a year-for-year basis for the required education.

2. College credits from an accredited college or university may be substituted for the required experience at the rate of 30 credit hours for one year of experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have:

- Call Center and Automated Call Distribution management experience

- MHC, MMIS, CARES and Eligibility & Enrollment experience

- customer service experience
