Main Purpose of Job

This position will be responsible for the overall direction and supervision of Medical Care Program Associates determining specialized financial and technical eligibility for Long Term Care (LTC), Home, and Community Based Services (HCBS) Waivers for statewide individuals residing in nursing homes, receiving Supplemental Security Income (SSI) or Community Medical Assistance. This position will also provide services that assist Aged, Blind and Disabled individuals with Nursing Home costs, and provide an alternative to institutionalization by utilizing the Older Adult or Living at Home, Home and Community Bases Services Waivers to return to the community. This position will be responsible for interpreting and applying eligibility regulations and policies, reviewing and processing complex eligibility applications, conducting case action reviews to ensure accurate and timely completion of application processing, analyzing current policies and procedures and recommending revised or new policies and procedures, and serving as a liaison to other State, Federal and Local Government and private agencies. This position will also track information and compile statistical reports relating to productivity, timeliness, and accuracy.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of clerical experience applying policies in a medical care, health insurance or federal or State entitlement program to include two years applying, interpreting and processing program specific information, policies, regulations and guidelines in a medical care program.

Notes: 1. Additional general clerical experience may be substituted on a year-for-year basis for the required education.

2. College credits from an accredited college or university may be substituted for the required experience at the rate of 30 credit hours for one year of experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have knowledge of Medical Assistance eligibility processing, especially long term care eligibility, experience using the Client Automated Resource Eligibility and Medicaid Management Information Systems (CARES/MMIS), experience working with many constituencies and experience with Microsoft Word and Excel.
