Main Purpose of Job

This is a professional position responsible for managing, directing, and coordinating technical support, network administration, and telecommunications information services for the Department.

POSITION DUTIES

Manages and supervises IT Staff Specialists for providing technical services that include solutions and/or troubleshooting of technical problems throughout the Department; facilitates and administers annual renewal/procurement process and software maintenance/support and service/lease agreements for IT hardware and software; ensures compliance with industry best practices concerning software and hardware upgrades and version control of devices; oversees development, implementation, support, and documentation of new applications and systems to track and enhance IT services; collaborates to develop MSDE’s Disaster Recovery Plan (DRP) and serves as a member of MSDE’s crisis management team; implements and maintains OIT Continuity of Operations Planning Process and provides a standardized monthly report to OIT leadership; serves as MSDE’s telecommunications contact for VOIP and PBX telephone systems, mobile devices (phones-tablets), hotspots, and future communications devices; coordinates the processing of payments for MSDE’s monthly telephone and mobile cell phones/devices; directs network tasks to include cabling, centralized wiring management, and troubleshooting.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology related field to include course work in systems analysis and applications programming using generally accepted computer programming languages or in operating systems and data communications technology.

Experience: Three years of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers.

 Notes:

  1. Graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in systems analysis and applications programming using generally accepted computer programming languages or in operating systems and data communications technology may be substituted for the required education.
  2. Graduation from an accredited high school or possession of a high school equivalency certificate and one additional year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or maintaining and modifying operating systems for computers may be substituted for the required education.
  3. Experience operating computer systems; or scheduling, controlling input and output or maintaining a tape library to process data on computer systems; or evaluating, implementing and maintaining microcomputer hardware and software; or converting data from project specifications by writing program code using generally accepted computer programming languages may be substituted for high school education on a year-for-year basis. 
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience with IT systems Hardware Software management and/or oversight.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge and experience with day-to-day operations of a full service information technology center; knowledge of assessing and analyzing IT operations and deriving solutions; skill in managing IT staff for supporting software, hardware, telecommunications, and network operations; skill in providing administration and support and resolution for information technology access systems, and infrastructure; skill in developing and maintaining best practices for software/hardware life cycle management and IT projects; skill in managing hardware and software updates and resolving requirement and user concerns;  ability to assess user requirements requests and deliver solutions; ability to communicate effectively with staff, managers, and customers.
