Introduction

The Operational Services Administration, Fiscal Services, Payroll Unit is recruiting for a Fiscal Account Technician II. This is a position specific recruitment for the Maryland Department of the Environment. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting certified list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

POSITION DUTIES

The main purpose of this position is to serve  as a primary payroll partner for the Maryland Department of the Environment (MDE) and a facilitator to the Department of Budget and Management (DBM) to provide fiscal support to the Fiscal Services Division. This position is responsible for examining and analyzing payroll reports of employee gross wages and the variables associates with additional pay. The incumbent will be responsible for maintaining and overseeing Departmental timekeeping and leave activities for all MDE and OAG employees assigned to MDE. This includes reconciling source documents to the external Statewide Personnel System (SPS). In addition, the incumbent will perform training and provide State Personnel Regulatory guidance to employees, supervisors, managers and OHR personnel.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Notes:

1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in Workday Payroll transactions;
  • Experience with Time Sharing Option (TSO);
  • Experience in Microsoft Office Suite;
  • Experience with Customer Information Control System (CICS).

LIMITATIONS ON SELECTION

This recruitment is limited to permanent and contractual employees working with Maryland State Government only.
