Main Purpose of Job

To assist the Accountant Supervisor and the Maryland Business Enterprise Program (MBEP) management in the budget preparation, maintaining accountability of program funds, in meeting obligations to facility managers and in maintaining good accounting practices. To distribute credit card charges to cost centers in the State's Financial Management Information System (FMIS), and to prepare the required annual federal reports.


Track and maintain monthly financial activity of the  MBEP, execute and recordkeeping of commission, benefit and subsidy payments to managers in the MBEP, record equipment inventory and record  bank deposits;  prepare monthly revenue & expenditure summary and project year-end fund status; analyze account balances and prepare year-end trial balance and audit schedules for annual audit of the MBEP;   perform monthly journal entries to allocate credit card charges from the Comptroller's Holding Account in FMIS to the appropriate cost centers and object codes; prepare payroll and related business returns for the Program's managed vending facilities; prepare semi and annual federal reports when requested.



A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.


Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.


  1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
  2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
  3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
  4. Applicants may substitute one year of professional auditing experience for one year of the required experience.
  5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.


Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • One year of experience with FMIS and how the system functions with the ability to generate reports for tracking of revenues and expenditures. 
  • Experience with excel or other accounting software. 
  • Experience in identifying and correcting non-conforming entries made to internal and external accounting Systems.
  • Experience in preparing, analyzing and interpreting financial reports and Statements.
  • Experience in interpreting and applying Maryland State and federal laws, policies, regulations and rules to agency accounting operations.
