LOCATION OF POSITION

This position is located in the Fiscal Services Division for the MD Department of General Services, at 301 W. Preston Street, Baltimore, MD 21201.

Main Purpose of Job

The main purpose of this position is to administer the statewide financial management of the capital budget under the control of the Department of General Services, directing and coordinating all activities of this unique program for the Department. Responsible for ensuring that the budgeted funds associated with each Capital project are utilized as directed by the legislature and the Department of Budget Management. This program is critical to achieving the Department’s mission for supporting other State agencies in the performance of their capital goals and objectives. The scope of responsibility includes over 1,000 accounts with authorizations of approximately $1.7 billion.

POSITION DUTIES

An Accountant Supervisor I is the supervisory level of work examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles in order to modify and maintain agency accounting systems, prepare financial reports or statements and give fiscal advice to management.
• Duties for this position include but are not limited to:
• Assist in reviewing invoice payments processed by fiscal staff for final approval and submission to the State Comptroller’s Office.
• Manage a skilled and paraprofessional staff which includes planning, coordinating, supervising and evaluating work assignments of staff. This includes hiring, training and counseling.
• Assist with the direction and coordination of all activities relating to the utilization of capital funds under the authority of DGS.
• Assist with managing the financial resources of the DGS Capital Funds Program via monthly reconciliations of the Capital Project Accounting System (CPAS) with the Financial Management Information System (FMIS).
• Assist and update various reports necessary to develop short and long range financial plans.
• Review with Capital Unit Manager old open encumbrances and initiate the list for the reversion of funds for inactive projects.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of accounting experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications.
Experience in the preparation, maintenance and monitoring of an operating budget or capital budget with working knowledge of R*STARS (Relational Standard Accounting & Reporting System), including revenue and expenditure research that required the ability to review and analyze expenditure data and prepare/review monthly reconciliations.

This position is limited to current employees of the MD Department of General Services within the Fiscal Services Division only.
