Main Purpose of Job

This position is responsible for the management of the Department of Health (MDH) capital and operating construction, maintenance, and system service projects. As such, the position is responsible for managing development of scopes of work, reviewing and signing-off of design specifications, site inspections, project management and budgets for capital, facility renewal and Object 14 maintenance projects for 11 operating MDH facilities and 30 group homes. This position is the MDH lead liaison to the Department of General Services regarding all capital and maintenance projects, including renovation of existing and construction of new MDH healthcare buildings.

Responsibilities include: the direct supervision of three staff providing project management and maintenance-engineering functions to MDH facilities and tenant fit-out support for MDH leased facilities. The position provides oversight and direct technical support to all MDH facilities in the development of maintenance contracts, physical plant problem analysis and resolution, as well as interagency coordination to promote the successful and timely completion of projects. This position serves as the MDH energy coordinator and monitors Agency energy usage and works with DGS to implement energy saving performance contract projects for compliance with executive energy reduction mandates. The position will assist the Department in implementing long range capital planning objectives and manage preventative maintenance operations.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Engineering or Architecture from an accredited college or university.

Experience: Four (4) years of experience as a design and project manager engineer or architect for agency capital and operating construction, maintenance and system services projects.

Notes: 1. Additional experience as an engineer or architect in the building construction field involving the design, construction or repair of building structures or system services may be substituted on a year-for-year basis for the required education.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Architecture field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess: 

  • Professional Degree in Architecture or Engineering (Bachelor of Architecture, Master of Architecture, or Professional Engineering Degree)
  • Licensed Architect or Professional Engineer registration in Maryland
  • Strong oral and written communication skills
  • Strong analytical skills
  • Facility operations management and logistics experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS
