Main Purpose of Job

An Employee Benefits Specialist I is the trainee level of professional HR work in the Employee Benefits Division. The incumbent will perform specialized enrollment work and handle claims resolution and incoming phone calls from participants in the State of Maryland's Employee and Retiree Health and Welfare Benefits Program (the Program).

POSITION DUTIES

An Employee Benefits Specialist I is the trainee level of professional HR work in the Employee Benefits Division. The incumbent will perform specialized enrollment work and handle claims resolution and incoming phone calls from participants in the State of Maryland's Employee and Retiree Health and Welfare Benefits Program (the Program).

 

Position duties include but are not limited to:

  • Learns to review and process benefits events in the Statewide Personnel System (Workday) and conduct appropriate research to address benefits eligibility questions;
  • Approves or reject events in Workday in accordance with benefits policy;
  • Exercises tact and diplomacy, handles telephone inquiries in a high-volume call center, customer-oriented environment;
  • Learns the SPS Help Desk ticketing system (Mojo); monitors for assigned tickets, enter tickets, review tickets, research issues as needed, and resolve problems to close out the tickets.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.

 

Experience: None.

 

Note: Candidates may substitute experience responding to inquiries, calculating program eligibility, or counseling and advising persons concerning health benefits, on a year-for-year basis, for up to four years of the required education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

 

1. Ability to work in a fast paced environment while interacting with participants that are in the State of Maryland’s Employee and Retiree Health Benefits Program. This requires using clear and concise language both written and spoken.

2. Experience in a call center or previous employee benefits experience. 

3. Experience using Human Resource Information Systems (HRIS) including Workday. 

4. Experience with help desk ticketing systems including Mojo Helpdesk. 

5. Experience with MS Office and Google Mail Services.

LIMITATIONS ON SELECTION

**This recruitment is limited to Department of Budget and Management Employee Benefits Division (EBD) employees.**

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, DBM within six months from the time of appointment to the position.  Employees also are required to obtain recertification every six months thereafter.

 

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties shall be required to possess a motor vehicle operator’s license valid in the State of Maryland.
