Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System.  The System is a multi-employer, public employees’ benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 245,000 active members and more than 160,000 retires and beneficiaries.

The Agency is seeking a committed professional to serve as Senior Risk Analyst on the Risk team within the Investment Division.  The Senior Risk Analyst will report to the Senior Risk Manager, and will be an active member of the Investment Division.  This individual will work collaboratively with the Senior Risk Manager to support the overall investment program.  The Agency’s Investment team is both results driven and creative problem solvers who work together to manage a global multi-asset portfolio and to provide a secure base of assets to pay the current and future benefits for the underlying retirees and beneficiaries.  The Investment Division is committed to providing a comprehensive work environment that will give the investment team senior analysts a complete understanding of the institutional investment process and to provide a diverse and inclusive workplace that embraces both analytical and creative thinkers.

The Risk team is responsible for measuring and monitoring investment risk for the total System portfolio.  The team contributes to various facets of the System’s investment process including strategic asset allocation, tactical asset allocation, portfolio construction, and performance attribution.  While primarily focused on supporting the investment initiatives of the Chief Investment Officer from a total plan perspective, the Risk team also provides specific asset class risk assessments to the investment team managing directors.  The Risk team collaborates with members of the investment team to generate important content to be used in reports to the Board of Trustees and other stakeholders.

This position serves at the pleasure of the Appointing Authority.

POSITION DUTIES

The responsibilities of the Senior Risk Analyst II will include performing quantitative analysis across the total System portfolio of approximately $58 billion in assets. The ideal candidate will have an understanding of institutional investing and related quantitative techniques and an ability to synthesize large data sets into easily digestible analytics. The Senior Risk Analyst will be leading certain aspects of risk reporting. The ideal candidate will be able to explain statistical concepts in easy-to-understand language. This position will provide the opportunity for the candidate to assist with the development of a risk management database. The ideal candidate will be able to organize disparate sources of data into a coherent format that feeds various analytical applications. The Senior Risk Analyst will participate in internal management initiatives as needed. The ideal candidate will have familiarity with systems and processes utilized to trade public equity and fixed income securities. In addition, the candidate should expect to collaborate with other asset class investment team members to support the Chief Investment Officer for the effective management of the Division.

A committed and thoughtful individual will support the Risk team to ensure prudent, accurate and efficient evaluation of the System’s investment program.  Responsibilities include but are not limited to:

1.    Production and delivery of certain recurring reports to various stakeholders both within and outside the Investment Division;

2.    Maintenance of the System’s third party risk analytics software including coordination with the custodian bank;

3.    Assistance with the ongoing development of a central repository to store portfolio data and perform custom analytics. 

4.    Partnership with other units of the Investment Division on firm-wide initiatives such as internal management.  

MINIMUM QUALIFICATIONS

Education: Graduated from an accredited four-year college or university with a bachelor’s degree.

Experience: Relevant experience in investments or finance.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience at a pension, endowment, foundation, or other institutional investment organization.
2. Experience with risk analytics software platforms.  
3. Progress towards or attainment of a CFA designation and/or other industry designations such as CAIA or FRM. 
4. Proficient level in Python; Microsoft Excel; Word; PowerPoint; Bloomberg and FactSet.
