Main Purpose of Job

This is a professional position responsible for Special Education policy development and review, product development, and cross-divisional technical assistance activities of the Division with public agencies to carry out federal and State regulations, maintain compliance, and participate in the MD Performance Plan and Annual Performance Report.

POSITION DUTIES

Provides technical assistance & support to Division Branch Chiefs aligned with the State Performance Plan & for reporting results to Office of Special Education Programs (OSEP); assists Branch Chief, with development of policy resource materials; responds to inquiries from the general public, parents, professionals & other interested parties regarding the Department’s policy interpretation of the special education process, laws, rules, regulations, procedures; develops, maintains, & revises State statutes/regulations to meet federal law requirements for the provision of services to students with disabilities; facilitates completion of resource documents, guidelines, presentations & technical assistance bulletins related to the provision of special education, related services,; conducts on-site monitoring visits to infants & toddlers programs / local school systems to assess compliance with federal and State regulations.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work.

Experience: Four years of administrative or teaching experience in, or affiliated with, an education program.

Notes:

1. Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.

2. Possession of a Doctorate in a field related to the position option may be substituted for one year of the required experience.

3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Previous administrative or teaching experience with special education programs preferred.

Knowledge of State and federal laws, regulations, policies, and issues affecting young children with disabilities & their families; knowledge of early intervention & early childhood education programs; skill in analyzing and interpreting data for program improvement ability to manage multiple tasks; ability to interpret and apply pertinent laws / regulations; ability to establish & maintain working relationships; ability to communicate clearly, through the presentation of concise yet comprehensive training, analyses and reports highly desired.
