Main Purpose of Job
This is a professional position responsible providing leadership and technical assistance for the instructional design, implementation, administration, and maintenance of the Maryland State Department of Education’s (MSDE) statewide Learning Management System (LMS) application and the digital resource repository.
Provides technical assistance to MSDE staff and the LSSs on use of MSDE’s LMS application and the State’s digital resource repository; uploads instructional and assessment documentation and generates LMS usage reports; collaborates with instructional staff and content specialists to develop and provide a course registration system and identify quality resources, assign meta tags, and ensure copyright license information is identified; assists Local School Systems (LSS) as they contribute additional resources to the repository and provides guidelines related to accessing the repository, uploading, and navigating the platform; ensures MSDE vetting of all MSDE created or identified courses/resources; identifies various system roles and responsibilities within MSDE and with LSSs; provide training and customer service to various MSDE and LSS stakeholders; Develops policies and processes related to how educational content is administered and presented in a technological format in accordance with Maryland state regulations and requirements.
EDUCATION: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work.
EXPERIENCE: Four years of administrative or teaching experience in, or affiliated with, an education program.
Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.
Possession of a Doctorate in a field related to the position option may be substituted for one year of the required experience.
The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.
Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.
One year of experience administering Learning Management Systems in a Pre-Kindergarten through 12th grade Environment.
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of current practices regarding education web content including Web Content Accessibility Guidelines 2.0; skill using of assistive software and hardware resources; skill in developing and presenting professional development programs; ability to interpret and apply laws and regulations; ability to organize, prioritize and manage multiple tasks; ability to work as a team member and establish and maintain effective working relationships; ability to communicate effectively, both orally and in writing.
