Main Purpose of Job

This is a contractual position serving as a grants specialist for the Division of Early Childhood (DEC) – Collaboration and Program Improvement Branch, responsible for providing support and case management for State and federal early childhood projects including through the Head Start Collaboration Office, the Intermediary Services for the Family Support Centers, Infant Early Childhood Mental Health (IECMHSS) Support Services Program, and other programs supporting young children and their families.

POSITION DUTIES

Provides technical assistance with case management, grants monitoring, and evaluation of the various requirements and projects including the Head Start Collaboration initiatives, the Head Start State Supplemental Grant, and the IECMHSS Program;  monitors and evaluates the requirements for the Family Support Centers Intermediary Grant, and other assigned grants/contracts; reconciles the budgets and proposals for invoicing purposes and assures compliance with program specifications; evaluates progress in achieving project goals and objectives; prepares narrative and statistical reports for interim and closeout of program activities; researches, analyzes and makes recommendations on administrative, management, and procedural practices; assists in the development of monitoring policies and programs; prepares solicitations to acquire quality initiative services based upon the scope of relevant federal and state goals and objectives; and represents the Division of Early Childhood to other departments, agencies, and other public bodies and private foundations.

MINIMUM QUALIFICATIONS

EDUCATION: A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Early Childhood Education, Educational Administration/Supervision or a related Educational field.

EXPERIENCE: Four (4) years of professional experience in coordinating or administering an education program or service directly related to Early Learning.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of Head Start initiatives, Family Support Centers, Infant and Early Childhood Mental Health, and Maryland’s early childhood education system; knowledge of State and Federal laws and policies as it pertains to education and grants management, compliance regulations governing education programs and grants management; project management skills, managing and reconciling program budgets and associated invoicing functions;  skilled in developing and presenting complete statistical reports; ability to support teachers and administrators; ability to make sound recommendations on administrative, management and procedural practices; ability to establish and maintain harmonious working relationships; ability to communicate clearly and effectively both orally and in writing.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
