Main Purpose of Job
This is a professional position providing leadership and support in the implementation of effective practices and federal and state laws, regulations, and policies that govern career and technical education (CTE) and is responsible for supporting (1) grants management (2) program implementation (3) career clusters management and (4) the implementation of Division priorities aimed at elevating CTE statewide.
POSITION DUTIES
The Career Programs and
Grants Specialist is responsible for providing leadership and technical
assistance to local school systems, community colleges, and other stakeholders
to ensure compliance with federal and state laws and regulations associated
with career and technical education (CTE); includes managing federal Perkins
grants; supporting the development of CTE programs; monitoring the
implementation of CTE programs; providing technical assistance to grant
recipients; facilitating statewide meetings for local school systems, community
colleges, and industry representatives; and collaborating with representatives
from industry, higher education, and other groups to inform the continuous
improvement of CTE.
MINIMUM QUALIFICATIONS
EDUCATION: Possession of a Master’s Degree or equivalent
36 credit hours of post-baccalaureate course work.
EXPERIENCE: Four (4) years of administrative or teaching experience
in, or affiliated with, an education program.
NOTES:
1. Two additional years of
experience directly related to the position option may be substituted for the
required Master’s Degree.
2. Possession of a Doctorate in
a field related to the position may be substituted for one year of the required
experience.
3. The required field of education
and experience are unique for each option and are established by MSDE in
accordance with Education Article, Section 2-104 of the Annotated Code of
Maryland. The specific education and experience qualifications for each
position are on record in the Human Resource Management Branch of the Division
of Business Services of the Department of Education.
4. Candidates may substitute U.S. Armed Forces military
service experience as a commissioned officer in Education Program
classifications or Education Program specialty codes in the Education field of
work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
One year of experience with Career
and Technical Education - grants management, or state or local-level education
program administration.
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge
of laws, regulations, policies, and issues impacting career and technical
education (CTE); knowledge of the Strengthening Career and Technical Education
for the 21st Century Act (Perkins V), Code of Maryland Regulation 13A.04.02,
Maryland CTE Four-Year State Plan, and Maryland Methods of Administration Plan;
knowledge of effective grant management practices; skill in organizing and
managing multiple projects, timelines, and deadlines; ability to establish and
maintain effective working relationships and communicate effectively with a
variety of stakeholders; and ability to exercise initiative and sound judgment
in making decisions.
