Main Purpose of Job

This is a professional position responsible for the oversight of major grant programs and initiatives that provide support to Maryland's students who are Neglected or Delinquent, Homeless, Migratory, or educated in Title I schools across the State, inclusive of Title I Parent and Family Engagement and Title I Part A Program Improvement initiatives.

POSITION DUTIES

Oversees, manages,  and coordinates the functions of the Program Improvement and Family Support initiatives; communicates goals, objectives, assignments and actionable events; supervises and monitors the status of staff work, identifies and solves problems, coaches problem-solving methods, work methods and consensus building; coordinates meeting agendas, retreats, division assignments and informs the Director of such; assists the Director with budget preparations and provides oversight for administrative, programmatic and fiscal management of assigned grant programs; facilitates the vision and direction of the Title I and identifies best practices  using  research, legislation, policies and national and State standards; provides leadership related to school improvement and turnaround in support of Maryland's Federal and State mandates to turnaround underperforming schools; collaborates with other MSDE Divisions and Departments to enhance educational opportunities through improved academic achievement, culture and climate in Title I schools.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s degree or equivalent 36 credit hours of post-baccalaureate course work.

Experience: Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to the position option.  

Notes:

  1. Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.
  2. Possession of a Doctorate in a field related to the position option may be substituted for one year of the required experience.
  3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Section 2-104 of the Education Article of the Maryland Annotated Code. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience with Title I Education Programs.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of State & federal laws, regulations, policies & programs including the Elementary and Secondary Education Act and the Code of MD Regulations that affect students who are Neglected or Delinquent, Homeless, Migratory, or educated in Title I schools; skill in delivering technical assistance, training & guidance to LSSs, internal / external stakeholders related to the administration & coordination of Title I services and programs; skill in managing multiple projects & deadlines; ability to work on a team; & establish / maintain working relationships; & communicate effectively both orally & in writing.
