Main Purpose of Job

This is a professional position serving as the Coordinator of Finance and Legislation for Career Programs responsible for grants management, fiscal reporting, and compliance monitoring for the Division of Career and College Readiness.

POSITION DUTIES

Provides leadership and technical assistance to ensure that local school systems, postsecondary institutions, and other grant recipients are in compliance with federal and state laws and regulations associated with career and technical education; manages pre-award functions of grants; develops request for proposals, supporting resources, applications, rubrics, and monitoring tools; convenes teams to review grant applications, calibration, and grant award distribution; coordinates distribution of federal and state funds associated with career and technical education (CTE); monitors the implementation of grants. establishes structures and process to ensure that federal and state funds are spent on allowable expenses; supports the Director in developing fiscal estimates, explanations of agency impact, testimonies, and letters of information for proposed bills and revising regulations; for the Division of Career and College Readiness; provides technical support to local school systems, community colleges, and external partners in the implementation of programs of study within the assigned career cluster(s); participates in monitoring visits and grant reviews.

MINIMUM QUALIFICATIONS

EDUCATION: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work.

EXPERIENCE: Five years of administrative or teaching experience in, or affiliated with, an education program, including two years of experience in coordinating or administering an education program or service directly related to the position option.

Notes:

  1. Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree. 
  2. Possession of a Doctorate in a field related to the position may be substituted for one year of the required experience.
  3. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.
  4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Education Program classifications or Education Program specialty codes in the Education field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience with Career Technology-College Readiness Programs.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of laws, regulations, policies, and issues impacting career and technical education; knowledge of the Strengthening Career and Technical Education for the 21st Century Act (Perkins V) and Code of Maryland Regulation 13A.04.02; knowledge of effective fiscal management practices; skill in organizing and managing multiple projects, timelines, and deadlines; ability to establish and maintain effective working relationships and communicate effectively with a variety of stakeholders; and ability to exercise initiative and sound judgment in making decisions.
