Main Purpose of Job

This is a professional position responsible for coordinating interagency efforts to implement federal and State regulations, maintain compliance and provide technical assistance in establishing and implementing the Statewide rate setting structure and process for residential and nonresidential childcare programs for youth requiring out of home placements.

POSITION DUTIES

  • Provides technical assistance & support Rate Setting Initiative. 
  • Supports the day-to-day activities of the Interagency Rates Section. 
  • Assists with statewide rate setting strategies across multiple agencies, administrations, public and private partners. 
  • Supports the chair of Interagency Rates Committee. 
  • Drafts responses to legislative inquiry and direction related to youth requiring out-of- home placements.          
  • Disseminates annual rate packages for all providers. Tracks provider costs, service capacity, history and performance. 
  • Assists the Section Chief. 
  • Participates in monthly Interagency Rates Committee, Resource Development, and Licensing Committee meetings. 
  • Assists with the development and implementation of a fair and equitable statewide rate setting process.

MINIMUM QUALIFICATIONS

Education: Possession of a Master’s Degree or equivalent 36 credit hours of post-baccalaureate course work.

Experience: Five years of administrative, teaching or rehabilitation work in education or rehabilitative programs.

Notes:

1. Two additional years of experience directly related to the position option may be substituted for the required Master’s Degree.

2. The required field of education and experience are unique for each option and are established by MSDE in accordance with Education Article, Section 2-104 of the Annotated Code of Maryland. The specific education and experience qualifications for each position are on record in the Human Resource Management Branch of the Division of Business Services of the Department of Education.

DESIRED OR PREFERRED QUALIFICATIONS

The following knowledge, skills and abilities are highly desired and preferred:

  • knowledge in providing services to youth requiring out of home care;
  • knowledge for rate setting to achieve a more streamlined and equitable statewide solution;
  • proficiency in Microsoft Excel, Word and Access,
  • ability to read and interpret governing State policy;
  • ability to interpret budgets and provide technical assistance to stakeholders. 
  • knowledge and/or education in the Human Services field

EXAMINATION PROCESS

The assessment may consist of a rating of your education, training, and experience related to the requirements of the position and your answers to the supplemental questions (if required).

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for one year.
