Main Purpose of Job

This is a statewide professional level position aimed at promoting the medical community's understanding of and participation in the disability program with special emphasis on ensuring the timely receipt of medical evidence of record and added support to the consultative examination process.

POSITION DUTIES

Develops methods for improving quality and efficiency of contacts with medical evidence treatment sources. Maintain liaisons with treating medical sources (treating physicians, medical records departments, clinics, Release of Information, and other treatment facilities) to ensure receipt of adequate and timely medical evidence of record (MER). Develop strategies with hospital medical records departments to eliminate backlogs and maintain timely responses to MER requests. Resolve problems regarding inadequate or delayed reports. Coordinate special MRO projects. Update and manage Operations Resource Manual. Participate in community outreach/education activities. Inform medical community about disability program requirements. Oversee school liaison program. Develop and coordinate preparation of school newsletters. Provide secondary support to schedulers with the automated interpreter process, recruit interpreters and monitor languages needed based on volume of requests. Maintain records on all hospitals in Maryland to include contact people, reports of contact, and any special request procedures for obtaining medical records. Provide assistance to claims examiners in identifying slow responding, problem, or unresponsive MER sources, assist in obtaining MER from these providers, contact identified MER sources to ensure understanding of DDS' needs and develop procedures for more prompt responses to MER requests. Develop and employ marketing strategies to improve DDS' image to DDS' internal and external customers.

MINIMUM QUALIFICATIONS

EDUCATION: 

Possession of a Bachelor's degree. 

EXPERIENCE: 

Two years of administrative, librarian, teaching or rehabilitation work in education, library or rehabilitation programs. 

NOTES:

1. Additional experience as defined above directly related to the position may be substituted for the required Bachelor's degree at the rate of one year of experience for one year of education. 

2. Possession of a Master's degree may be substituted for one year of the required experience. 

3. The above requirements are set by the Maryland State Department of Education in accordance with the Education Article, Section 2-104.

SELECTIVE QUALIFICATIONS

One year of the required experience must have been as a Vocational Rehabilitation Technical Specialist with DDS.

SPECIAL REQUIREMENTS

Individuals selected for positions with the Maryland State Department of Education's Disability Determination Services (DDS) will go through a complete Tier 2 federal background investigation. A suitability determination by the Social Security Administration is necessary to determine whether an employee can be issued credentials in order to have access to Social Security disability data, records, and systems.
