Main Purpose of Job
This is a contractual professional position responsible for developing and implementing training programs for agencies participating in the Child Nutrition Program (CNP), administered by the Office of School and Community Nutrition Programs (OSCNP) at the Maryland State Department of Education (MSDE); will assess training needs, build training content and resources for wellness and other topics, and conduct training and technical assistance to Maryland agencies operating the CNP.
POSITION DUTIES
Monitors and integrates best practices for wellness into Maryland standards; develops and conducts high quality CNP and wellness training activities that meet and exceed established industry standards; builds and analyzes training assessments and satisfaction surveys; conducts periodic needs assessment activities to identify priorities for training and technical assistance resource development; and collaborates with Section Chief, and other OSNCP staff members to inform, plan and evaluate CNP and wellness training programs; manages relationships with MSDE divisions and outside agencies/organizations to support wellness training and technical assistance; interprets new and current laws, regulations, and guidelines related to wellness and other aspects of CNPs; facilitates implementation of policies, procedures, and program changes; plans and develops training materials and programs for current and potential CNP agencies and presents formal and informal training to ensure compliance with all federal and State child nutrition policies and procedures.
MINIMUM QUALIFICATIONS
Education: Possession of a Master’s Degree or at least 36 hours of equivalent post-baccalaureate course work.
Experience: Three (3) years of professional experience in nutrition program administration, coordination, or management, or a related area.

SELECTIVE QUALIFICATIONS
One year of experience in Child Nutrition Training and/or Wellness Programs
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of federal laws and regulations governing food service and School and Community Nutrition Programs; knowledge of United State Department of Agriculture (USDA) regulations; skill in organizing, developing, planning, and presenting professional development programs for Child Nutrition program leaders; skill in assessing relevance and accuracy of available resources; understanding of adult learning principles; ability to interpret federal Child Nutrition Program regulations from the USDA and their application to OSCNP duties; ability to interpret and implement Maryland policies and procedures; ability to organize and manage multiple tasks; ability to communicate effectively both verbally and in writing; ability to work independently as well as to establish and maintain effective working relationships in a diverse, fast-pace, team environment.
LIMITATIONS ON SELECTION
Proof of eligibility to work in compliance with the Immigration Reform and Control Act and possible travel throughout the State are required. Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
