Main Purpose of Job

This position performs the duties of the Assistant Director for Administration and serves as a member of the agency's executive staff. This position plans, evaluates, directs and coordinates all of the agency administrative programs. This involves consultation with other executive staff members and DHS executive staff to resolve problems, improve operations and maximize the delivery of services to our customers. This position assists the agency Director in managing the operation of the agency by overseeing and managing Budget Management (including grants), Accounting and Fiscal Operations, Procurement, Human Resources/Personnel, Administrative Services, Information Management Systems/Telecommunications, Audits, Inventory, Facilities, Fleet, and Emergency Management.

POSITION DUTIES

Participates in agency executive functions to direct or assist the Director in managing the operations of the agency.

Manages all administrative services support function (eg mail, courier services, equipment, facilities, fleet, inventory) to ensure effective operations of the agency.  Manage the public relations function of the agency.

Manages and monitors all agency budget (</$17M) funded by State, federal, county and grants. Meet with DHS staff to resolve budgetary issues and justify and negotiate future allocations.  Manages all agency financials in accordance with generally accepted accounting principles (GAAP) to insure the fiscal stability of operations.

Manage the procurement functions of the agency to ensure compliance with State, federal and local regulations, policies and procedures.

Leads, manages and directs through supervision with the Finance Officer, LAN Specialist and Human Resource Officer to ensure maintenance and improvement of program operations and compliance with State and federal regulations, policies and procedures.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in Accounting, Business and Management, Business Management or related field or a Masters degree in any field.

Experience: Five years experience in administrative staff or professional work.  Three years of the required experience must have involved one or more of the following: overseeing and coordinating the general operations of a unit of employees; applying rules and regulations; developing policies and procedures; analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles. Three years of experience supervising employees. 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

Knowledge of Federal and State audit processes, requirements and internal controls.


Advanced knowledge of computer applications/software used in developing and monitoring budgets and work processes, such as Excel.

Experience in planning, organizing, staffing, leading and monitoring organizational plans and achievement of goals.

One year experience in developing and monitoring budgets.

One year of experience working with budgets for a Local Department of Social Services, the Maryland Department of Human Services or another State agency.


LIMITATIONS ON SELECTION

Candidates must be willing to accept employment in Queen Anne's County which is located on the Eastern Shore of Maryland approximately 60 miles east of the Washington/Baltimore metro areas.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.
