Main Purpose of Job

This position performs highly responsible duties to administer, coordinate, manager and monitor the Maryland Department of Health’s Epidemiology and Laboratory Capacity for Infectious Diseases (ELC) Coronavirus Aid, Relief, and Economic Security Act (CARES) grant and the ELC Paycheck Protection Program and Healthcare Enhancement Act grant totaling approximately $220 million. These are both fiscally complex federal cooperative agreements with multiple projects and budget periods; sub-grantees include MDH administrations, state agencies, and state universities with diverse activities and outcome measures. The person in this position has frequent interactions with various internal and external public health programs in order to compile, review, and process grant applications; review, approve, and track grant expenditures; review or complete and submit required reports; make budget projections; provide direction and information to program staff and sub-grantees; and serve as a liaison with MDH Budget Management Office and Senior MDH leadership.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a master's degree from an accredited college or university in Public Health or closely related field, and 6 years of combined professional experience in health or human services, including 2 years of experience administering, managing and monitoring federal grants, and 2 years of supervisory or managerial experience.

A bachelor's degree from an accredited college or university and 2 additional years of federal grants experience may substitute for the master's degree.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred qualifications include:

  • Experience reviewing, approving, and tracking grant expenditures; 
  • Experience developing and ensuring timely submission of federal grant reports/requirements;
  • Experience communicating, coordinating, and providing direction to internal and external partners and sub-grantees;
  • Experience establishing timelines and accountability measures for work completed by internal and external partners and sub-grantees; and,
  • Experience serving as a liaison between internal partners, agency leadership, and the funder for coordination and to resolve questions.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
