This is a Management Service position and serves at the pleasure of the Appointing Authority.

This is a position specific recruitment for the Maryland Department of Natural Resources, Fishing and Boating Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

LOCATION OF POSITION

580 Taylor Avenue, Annapolis, MD 21401 (Anne Arundel County)

POSITION DUTIES

This position reports directly to the Fishing and Boating Services Division Director and provides fiscal and management service support to the Unit. The incumbent assists with managing, preparation, and analyses of the Unit’s annual operating and Capital budgets. Duties also include management and fiscal monitoring of federal grant and various contracts; coordinates the submission of proposals, grant reporting, reviews monthly billings for accuracy and submits adjustments and amendments as necessary. Additionally, the incumbent supervises 4 Division staff and oversees the Unit’s administrative duties supporting all Fishing and Boating staff.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in a relevant field of financial management, accounting, business administration, or public administration.  

Experience: Four years of experience in budget management, of which two years must include experience in grant management.

One or more years of supervisory experience is required.

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience in budget preparation and management, including experience with budget projections and year end close out.
2. Experience using Maryland State R*Stars and ADPICS, Google docs and Microsoft excel.
3. Experience with grants management and knowledge of the 2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards and experience working within those guidelines to manage federal grants.
