Main Purpose of Job

This position serves as the Procurement Manager. The position supports Chief Operations Officer and is responsible for maintaining the Procurement integrity and conserving the financial resources of the Administration. The position is responsible for effecting administrative and other actions in support of program operations, including grants and contracts development and management, technical support for programs, personnel services, financial/fiscal management, and facilities operations. The position directly supervises approximately two (2) procurement Officer Leads and four (4) procurement and administrative staff.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor’s Degree from an accredited college or university and five years of experience in contract management or procurement to include: initiating, soliciting, evaluating, budgeting, negotiating, awarding contracts, and ensuring compliance with Federal and State governmental procurement laws, regulations, and internal policies and procedures.    At least two years of this experience must have involved direct supervision of staff and/ or leading other employees. 

Experience conducting procurements which included advertising procurement opportunity, distributing specifications to vendors, conducting vendor conferences, receiving and securing bids or proposals, coordinating evaluation committees, conducting vendor debriefings, responding to protests regarding proposed awards and monitoring contract performance may be substituted on a year for year basis for the required education.

 

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess:

  • Experience performing fiscal and procurement related activities for a State agency;
  • Experience using the Financial Management Information System (FMIS); and,
  • Experience using Microsoft Word and Excel.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
