Main Purpose of Job

This is a professional position responsible for directing and managing the activities of the Division of Rehabilitation Services Business Relations Branch. This position plans, develops, recommends, and coordinates initiatives to promote integrated competitive employment outcomes for individuals with significant disabilities through business partnerships, marketing activities, staff development, and the provision of technical assistance in support of the Division's goals and objectives.

POSITION DUTIES

Plans, directs, and manages the activities of the Business Relations Branch; promotes and markets the employment of individuals with disabilities by developing active partnerships with businesses and business-related organizations; provides technical assistance to Vocational Rehabilitation (VR) Specialists regarding individual consumer employment goals and job readiness; analyze labor market trends to help guide both the VR Specialists and agency consumers on employment opportunities; facilitates business-specific workforce recruitment for consumers; evaluate Community Rehabilitation Providers’ employment settings to determine if the worksite meets the federal definition of a Competitive Integrated Employment setting; develops and manages internship programs for DORS consumers; serves as the Division’s key point of contact and liaison for business leadership and workforce networks including the Council of State Administrators of Vocational Rehabilitation’s National Employment Team (NET) and Talent Acquisition Portal (TAP); plans, develops, and implements training for staff and businesses; develops and maintains employment resources on the Division’s Intranet; manage and monitor electronic information entered into the Employer Module of the AWARE case management system.

MINIMUM QUALIFICATIONS

EDUCATION: Bachelor’s Degree from an accredited college or university is required; course work in Management, Supervision, or Administration is desirable. A Master’s Degree is preferred.

EXPERIENCE: Five (5) years of professional experience in rehabilitation, or in the adjudication or processing of disability claims, or in the development of business relations for the purpose of employee recruitment. Two (2) years of the required experience must have included direct supervision of other professional employees or serve as a technical lead of a vocational rehabilitation sub-program.

NOTES: A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Business Administration, Educational Administration, Rehabilitation Counseling, Special Education, Vocational Evaluation, or in a Business related field may be substituted for one (1) year of the required experience in rehabilitation or the adjudication or processing of disability claims.

SELECTIVE QUALIFICATIONS

One year of experience in rehabilitation, or in the adjudication or processing of disability claims, or in the development of business relations for the purpose of employee recruitment.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of vocational rehabilitation program administration and business administration; knowledge of State and federal regulations governing the rehabilitation processes; knowledge in the development of business relationships or networks to promote the hiring of individuals with disabilities, knowledge of the principles of effective supervision, management, organizational planning, and budgeting; skill in managing multiple tasks;  ability to develop and initiate policies and procedures and to present recommendations clearly and concisely; ability to exercise good judgment and discretion in the interpretation and application of division policies and procedures; ability to establish and maintain effective working relationships with various public and staff; ability to communicate effectively; ability to exercise leadership, initiative and sound judgment in making decisions.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
