Introduction

The Employee Benefits Division of the Department of Budget and Management, a State agency, has a position available for a Program Manager II within the Fiscal Services Group. Program Manager II is a managerial level of work in the Management Service of the State Personnel Management System. Employees in this classification are responsible for directing programs unique to the agency’s mission and operations. This is a Management Service position and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

A Program Manager II has supervisory or managerial responsibility for the work of other employees in the Fiscal Services Group of the Employee Benefits Division. The person in this position will be responsible for assigned projects within EBD and the management of all resources to accomplish any associated tasks.

Directs and coordinates all activities within the Fiscal Services Group to align with overall goals of the Employee Benefits Division. Oversees and manages the personnel resources within the Fiscal Group, including Audit and Accounting. Determines organizational structure and staffing needs of the Group. Plans, coordinates, supervises, and evaluates the work of all subordinates. Develops, manages, and monitors accounting and audit functions within EBD by ensuring proper accounting of all deposits, transmittals, journal entries, etc. within the associated billing and tracking systems. Monitors fund balance of all non-budgeted health plan accounts by preparing monthly income and expenditure reports, fund reports, fiscal year projections, as well as Fiscal year end closing and GAAP statements. Represents the Group in dealings with other EBD managers.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Accounting.   

Experience: Four years in a Management capacity within an Accounting Division/Department.   

Note: Possession of a certificate as a Certified Public Accountant or a Master’s degree in Accounting from an accredited college or university may be substituted for one year of the required experience. Candidates may also substitute one year of professional auditing experience for one year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Two years of experience in Government Fund Accounting Four years of experience in account reconciliation, trend analysis, and financial reporting. Intermediate to Advanced User skills in Excel and database management.
