Main Purpose of Job

This position is responsible for designing and implementing an annual auditing program to perform financial and compliance audits of State Aid to Education provided to the local school systems. In addition, this position also directs, develops, coordinates and supervises the activities of financial compliance auditor program supervisors and staff auditors assigned to perform performance, financial and compliance audits of State Aid provided to local school systems

POSITION DUTIES

This position directs and develops auditing procedures and objectives for state aided education programs.  Under the direction of the Director of Audits, the position prepares an annual audit plan for the State Aid Unit within the MSDE’s Audit Office.  This position oversees the audit testing of performance, compliance, financial, and programmatic results of the State Aid to Education Programs implemented with the 24 local school systems and prepares the related audit reports. The position communicates with senior management at the 24 local school systems, MSDE, and State regulatory agencies, provides technical assistance to the Audit Office staff, local school system personnel, State program officers, and MSDE program senior management, concerning the local school system’s performance of the educational programs that were subject to audit.

MINIMUM QUALIFICATIONS

Education: Bachelor’s Degree in Accounting from an accredited college or university with thirty (30) credit hours in accounting and related courses, including 3 credit hours in auditing.

Experience: 6 years of experience performing financial and compliance audits of a State, Federal, or local government agency, non-profit or other business entity including two years of supervisory or managerial experience 

Note:
1.Possession of a certificate as a Certified Public Accountant (CPA) or Certified Internal Auditor (CIA), or a master’s degree in Accounting from an accredited college or university may be substituted for one year of the required experience. 
2. Applicants may substitute one year of professional accounting experience for one year of auditing experience only. 
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Two years of supervisory or managerial experience

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of State Operations and Financial Management Systems.

Experience overseeing and coordinating the administrative activities of an office unit.

Experience managing multiple audits or projects simultaneously.

Possession of a license as a Certified Internal Auditor (CIA) or Certified Fraud Examiner (CFE).

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
