Main Purpose of Job

This individual serves as the Chief Compliance Officer for the Maryland Department of Health and works in the Corporate Compliance and Privacy Unit within the Office of the Inspector General. The Corporate Compliance and Privacy Unit is responsible for implementing the Department’s fraud, waste, and abuse prevention program. This individual plans and implements training programs, oversees and conducts internal investigations into State employee misconduct by MDH employees in accordance with the Department’s Corporate Compliance Program, makes referrals per the Governor’s Executive Orders and coordinate’s the Department’s Ethics Program.

This position assures compliance with MDH Code of Conduct, MDH Corporate Compliance Program Policy, and State and Federal laws. This position serves as liaison with various federal agencies to ensure the Department’s compliance with federally mandated requirements associated with the False Claims Act, Federal Deficit Reduction Act, and Affordable Care Act. The Chief Compliance Officer routinely acts as the OIG’s liaison with the Attorney General’s Criminal Division, the State Ethics Commission, the Office of Legislative Audits fraud unit, appointing authorities and facility directors within the Department as well as counterparts in other State and Federal agencies.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelors degree from an accredited college or university and six years of professional health or human services administration, law enforcement or compliance experience, including at least three years at a supervisory or management level.  

A Masters degree will substitute for one year of the general experience.  A Doctorate will substitute for two years general experience.  Additional experience will substitute year-for-year for the college degree.  

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate should have experience and familiarity with the following:

  • Timekeeping;
  • Fiscal Regulations;
  • Leading/conducting employee investigation;
  • State procurement;
  • State ethics rules; and,
  • Federal rules and laws related to health care finance accountability.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
