Salary Range: $64,565 – $84,198 with progression to $103,661

Main Purpose of Job

This is a professional position serving as the Chief of the Finance, Reporting and Coordination Branch.  The position provides technical assistance to program staff in support of fiscal program objectives, and supports the efficient and effective allocation of financial resources in accordance with regulations and policies.

POSITION DUTIES

Manages staff to ensure that appropriate support is provided to MSDE programs in the areas of budget development, accounting, grants management and financial oversight; works with Branch staff and program staff to monitor grant fund balances to ensure that grants are awarded promptly and accounts are not overspent; provides fiscal technical assistance to program managers to support their compliance with federal and State regulations; assists in directing and supervising coordination of the Local Education Agency financial reporting system; contributes to the development of responses to State and federal audits, provides analysis for special projects; oversees and evaluates the work of Branch staff to ensure effective and efficient processing of transactions and reporting; and serves as an advisor to Department managers.

MINIMUM QUALIFICATIONS

EDUCATION: Bachelor’s Degree or 36 post-baccalaureate credit hours of coursework from an accredited college or university in Accounting, Business Administration, or a related area.

EXPERIENCE: Five years of professional experience with managing, designing, and developing financial control systems for multiple programs.  Two (2) years of the required experience must include direct supervision of other professional employees.

NOTE: Two (2) additional years of experience as defined above may be substituted for the required education.

SELECTIVE QUALIFICATIONS

One year of experience with financial control systems.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of accounting, program budgeting, and allocation of financial resources; knowledge of governmental and/or fund accounting and State procurement policies and regulations; skill in the interpretation of State and Federal Statute and regulations; skill in using spreadsheet software and analyzing financial data; skill in scheduling and managing multiple tasks; skill in identifying problems and deriving solutions; ability to analyze data and make sound decisions; ability to supervise staff, manage projects, monitor performance, and establish, manage, and use accountability systems; ability to effectively lead and work as a team member; ability to communicate effectively both orally and in writing.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
