Main Purpose of Job

This position oversees the Title IV-E Determination Unit, which is charged with statewide development and implementation of Maryland's Title IV-E program to maximize Federal Financial Participation (FFP) in maintenance and assistance payments and administrative costs incurred on behalf of eligible children. The Department of Health and Human Services (DHMH) through the Administration for Children and Families (ACF) and the Center for Medicaid Services (CMS) reimburses states for the costs of services provided to eligible children and families. This position is essential to achieve the Department of Human Services' mission to maximize federal funding by providing leadership in fiscal matters and empowering the central office, Local Departments of Social Services and community partners to deliver the most effective and efficient services to our customers.

POSITION DUTIES

Plans, develops, initiates, reviews and assesses strategies to ensure the Title IV-E Determination Unit properly meets the challenges of SSA mission by providing appropriate direction and leadership to internal and external partners. Develops, assesses and revises policies, practices, procedures and regulation to reflect nationally recognized practice, State and federal law and regulations and to meet changes in State and federal law and regulations. Identifies areas in which service delivery is not meeting State or federal regulations and develops corrective actions plans. Monitors corrective action plans, provides supervision and guidance for plans. Interprets federal legislation and implement them in State regulations, policy, and practice. Interprets and advises other internal and external stakeholders on program regulations, policies, and general and specific issues. Writes and develops the Maryland Title IV-E State Plan, changing policy, practice, initiating changes to COMAR and regulations to ensure that Maryland is in compliance with federal guidelines and requirements. Coordinates annual federally required Independent Single Audit of federal programs for Title IV-E. Prepare and monitor the program's budget. Analyzes and provides consultation on the services and fiscal impact of proposed changes of how services are to be delivered and the program's budget.

MINIMUM QUALIFICATIONS

Education: Possession of a master's degree in social work or related field from an accredited college or university.

Experience:  Seven years of experience in administrative, professional or technical work in a human service program, including three years of supervisory experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Experience working in a public human service agency.
  • Experience with written and oral communication skills.
  • Experience with time management, priority setting, multi-tasking effectively, and problem-solving.
