Main Purpose of Job

This is a senior leadership position that directs and coordinates all community case management operations as well as ensures that the goals and objectives of the Department of Juvenile Services are carried out in the Baltimore City Region. This position requires expert knowledge of the principles and practices of intake, probation and aftercare of controlling legal and regulatory authorities and of judicial proceedings procedures. In addition, the incumbent must have a working knowledge of the principles and concepts of administration and management, of integrated case management systems, of community service delivery systems, of basic governmental accounting, budgeting, personnel processes, and of strategic planning methods. The incumbent must also have the ability to exercise sound judgment and discretion; to design, implement, and evaluate administrative procedures; to manage personnel conflicts effectively; to inspire motivation and productivity among professional and support staff; to establish and maintain viable working relationships with other agencies and external stakeholders; to present ideas clearly and concisely and to demonstrate initiative and sound reasoning.

MINIMUM QUALIFICATIONS

EDUCATION: Bachelor’s degree from an accredited four-year college or university.An Associate of Arts degree in the social or behavioral sciences or criminal justice from an accredited college or university and two years of experience providing direct services to children in a community or residential setting may be substituted for the required Bachelor’s degree.For education obtained outside the United States, you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

EXPERIENCE: Eight years of experience consisting of: Four years of direct care experience including providing case management services to emotionally or socially maladjusted, delinquent, victimized or special needs juveniles in a community or residential setting. Four years of experience exercising supervisory or managerial responsibility for line and/or management staff providing services to juveniles.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification will be assigned duties which require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
