LOCATION OF POSITION

This position is located in the Maryland Department of General Services, Office of State Procurement (OSP), Vendor management Office at 301 West Preston Street, Baltimore, Maryland 21201.

Main Purpose of Job

This position supports the Chief Procurement Officer as the Program Manager for the Vendor Management Office (“VMO”) in the DGS Office of State Procurement (“OSP”). Functions include leading contract management and compliance, vendor relationship management, vendor performance management and vendor risk management. The primary function is to lead OSP’s contracts and vendor management function by developing and directing the systematic management and approach for the effective assessment, development, usage and quantitative and qualitative performance of all strategic enterprise suppliers.
This position ensures contract compliance and satisfactorily resolves any dispute(s) arising between existing contractors and DGS. Through a comprehensive understanding of the overall strategic objectives of Maryland and its business units, this position also develops and manages selected enterprise-wide suppliers identified as strategic to the needs of the State, to leverage and create innovative, value added partnership relationships. This will enable the State to efficiently acquire high-quality products and services essential to the business needs through new or existing contract relationships.

POSITION DUTIES

Leadership
Provide leadership and set the strategic direction, mission and vision of the vendor management office (VMO)or vendor management capability in alignment with the strategic and operational objectives of the Office of State Procurement and the business units it supports. This will include the development of the organizational design and functional roles and responsibilities for the VMO.
Contract Management and Compliance
• Design and build contract management program including developing policy and procedures.
• Ensure contract compliance.
• Manage all activities relating to contract disputes and resolution.
• Supervise the activity of subordinate review of contract documents.
• Train subordinates to perform contract management responsibilities.
• Analyze significant and/or unique contract requirements, special provisions, terms and conditions.
• Analyze new law, regulation and contract trends for impact on business unit goals and objectives.
• Assist in identification, development, and implementation of new contract policy and processes.
• Assist in developing contract terms and conditions in procurement solicitations to ensure measurable, valuable performance standards.
Vendor Relationship Management
• Develop and manage selected enterprise-wide contract relationships which are identified as strategic to the objectives of the State, assisting in creating and leveraging innovative relationships that enable the State to efficiently acquire high-quality products and services essential to their business needs through their contractual relationships.
• Maximize value and minimize risk for delivery of any strategic good and service, while seeking to reduce costs and increase any aspect of innovation in the scope, delivery, quality, cost, performance, or any other aspect of all goods and services available in the marketplace for the benefit of the State.
• Seek mutual cooperative actions and advantages with strategic suppliers to create value, reduce costs, enable innovation, manage risk and drive mutually beneficial relationships.
• Establish and coordinate processes to institutionalize the evaluation of supplier performance across all categories.
• Develop and manage a comprehensive vendor risk management strategy, framework, processes and tools, and reporting to actively manage vendor risk, including third- party risk, across the State’s supply base.
Performance Management
• Oversee the measurement and reporting of vendor performance, including the development of evaluation tools based on constituent requirements, and the creation of scorecards and dashboards that will accurately present this data.
• Ensure that the metrics used to evaluate performance are properly tied to business outcomes and bias-free, and that the associated communications around these metrics are clear.
• Provide staff the necessary knowledge, skills, and abilities to accomplish goals.
• Address performance issues as they occur and document as appropriate.
Risk Management
• Maintain vendor risk assessments or risk registers in cooperation with risk, privacy, business continuity and security teams.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in business or a related field from an accredited college or university.

Experience: Seven years of experience in vendor management or contract management, including three years of experience leading a team in the management of vendors/third parties, including, but not limited to, policies, performance, vendor risk, relationships, contracts (including negotiations), and issue and dispute resolution.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following preferred qualifications. Include clear and specific information on your application regarding the qualifications.
1. Understanding of the entire vendor life cycle (sourcing, procurement, vendor management), and how internal roles interact and operate throughout the duration of vendor engagements.
2. Master of Business Administration (MBA) or other advanced degree is desirable.
3. Desired professional qualifications may include:
*Chartered Institute of Procurement & Supply (CIPS)
*Certified Professional in Supply Management (CPSM).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position. Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. The eligibility list will be valid for one year and may be extended. The list will be used by the hiring authority to select employees for interviews. Eligible lists may be used to fill future vacancies of the same classification.
You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority. If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process. Permanent State employees may also complete necessary experience requirements within six months of the date of an examination. Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week. You must include on your application the time spent on such activity.
