Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Finance and Administrative Services. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

LOCATION OF POSITION

Main Purpose of Job

This position serves as the Chief Financial Officer (CFO)/Director, FAS, for the Maryland Department of Natural Resources (DNR). The Director, FAS, is responsible for supervising the Deputy Director, FAS who oversees the overall day-to-day operations of FAS, and a Management Associate. The CFO is responsible for the agency-level planning and execution of operations related to finance, budget, and administration and is responsible for a staff of 32 employees.   

The areas of overall responsibility include (1) General Accounting and Treasury Management; (2) Procurement and Contract Management; (3) Administrative Services - to include Mailroom operations, Facilities Management and Fleet Management of approximately 70 vehicles; (4) Accounts Payable; (5) Accounts Receivable; (6) Federal Grants Management; (7) Operating and Capital Budget Formulation and Execution; (8) Management of approximately 71 funds comprised of General, Federal and Special funds totaling approximately $427 million; (9) Capital Asset Accounting. In addition, the position directs financial strategy, planning, and forecasts for the Department in coordination with the Assistant Secretary, Enterprise Services. These functions support the efficient operation of DNR’s regular and contractual employees, numbering over 1,600 located at more than 220 locations Statewide.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience:  At least 10 years of experience in public or private finance, with progressively increasing responsibilities resulting in acquiring knowledge in the areas of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, and coordination of people. Proficiency with accounting software, word processing, and spreadsheets; and a solid understanding of GAAP and skill in financial reporting is required.

DESIRED OR PREFERRED QUALIFICATIONS

Desired qualifications include, but are not limited to:

  • Master’s degree in financial / business specialization
  • Strong leadership and management skills, particularly in the financial operations of a large organization
  • Ability to implement change, motivate staff, and maintain relationships
  • Strong communication skills
  • Professional accounting designation, i.e. CPA and/or CGFM
  • Knowledge of financial and budget systems such as Financial Management Information System (FMIS) and Budget Analysis Reporting System (BARS)
  • Advanced knowledge of Microsoft Excel and Word
