Main Purpose of Job

This is a senior management position in the Developmental Disabilities Administration of the Maryland Department of Health serving as the Director of Operations and Fiscal Services. Under the supervision of the Deputy Secretary for the Developmental Disabilities Administration, this position has management responsibility for DDA's $1.4 Billion budget, payment processes for over 200 providers for 40 services, procurement, personnel, and IT operations.  In addition, this position is responsible for key transformation initiatives, including the transition of a prospective payment system to a fee-for-service model, rates for services, and the implementation of the LTSS Maryland.  The Developmental Disabilities Administration operates four state institutions, as well as licenses community services for more than 20,000 persons with developmental disabilities statewide.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a bachelor's degree from an accredited college or university and at least of 6 years of professional health or human services experience, including 3 years of supervisory or managerial experience. 

DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidate will possess:

  • Knowledge of State Operations and Financial Management systems;
  • Experience in State budgeting, procurement, personnel, and IT; and,
  • Knowledge of Developmental Disabilities Service delivery systems, with a background that includes Medical Assistance programs.

SELECTION PROCESS

This is a Management Service position, and serves at the pleasure of the Appointing Authority.  A resume must accompany your application.
