Main Purpose of Job

This is a professional position responsible for supervising Child Care Licensing Specialists that inspect, license, monitor, and enforce child care regulations in child care centers, family child care homes, and non-public nursery schools.

POSITION DUTIES

Supervises and evaluates performance of Licensing Specialists in order to positively communicate information to employee for ongoing performance management purposes; examines licensing record documentation, including data from automated data systems (CCATS and ELIS), in order to ensure completeness and accuracy of case files; reviews licensing, registration, and nonpublic nursery school applications; maintains documents, inspection reports, and requests for changes in operations; evaluates and assigns complaints to assure timely initiation of investigation and resolution by following standard OCC compliant investigation procedures; recommends child care enforcement actions to Regional Manager in order to eliminate risks to children; assists with development of roundtables for child care centers and family child (day) care providers designed to keep them informed of current regulatory policies and procedures.

MINIMUM QUALIFICATIONS

EDUCATION:   A Bachelor’s degree in child development, education, social work or psychology from an accredited college or university.

EXPERIENCE: Four years of experience inspecting, licensing, and monitoring child care centers, family child (day) care homes and non-public nursery schools.

Notes: 

1.  An Associate of Arts degree in early childhood development, teacher education, sociology or psychology and two years work experience inspecting, licensing, and monitoring child care centers, family child (day) care homes and non-public nursery schools may be substituted for the required education.

2.  Applicants may substitute graduate education in a Child Development curriculum at an accredited college or university at the rate of 30 credit hours per year for up to two years of the required experience.

SELECTIVE QUALIFICATIONS

One year of experience in child care.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of procedures and practices that ensure safe and sanitary conditions at child care facilities, child (day) care centers and family child (day) care homes;

Knowledge of workforce scheduling and organization;

Knowledge of the statutory regulatory standards involved in licensing child (day) care facilities;

Skill in implementing and monitoring program evaluations;

Ability to interpret policies and procedures and present recommendations;

Ability to exercise good judgment and discretion in making decisions;

Ability to establish and maintain effective working relationships with the public and staff;

Ability to communicate effectively.

LIMITATIONS ON SELECTION

Proof of eligibility to work in compliance with the Immigration Reform and Control Act and travel throughout the state are required.  Any misrepresentation of academic or experience requirements for this position may result in non-selection or termination of employment.
